This is not a trivial task and is not likely to be completed on the timetable indicated. The pure MPEG portions are not too hard, but the signaling, management and agregation control aspects (apparently neglected) can be very difficult (especially considering the geographic variations). The pointers to external standards that need attention seem to miss some of the relevant ones (DVB SI, ATSC transport and data broadcast , ARIB entirely, SCTE entirely...)
