A major revision of the Java Community Process
JSR Renewal Ballot

Special Vote Instructions:
As the EC knows - since it is also the EG for this JSR - the subject-matter of this JSR (licensing, compatibility, intellectual-property...) is extremely complex and requires a great deal of discussion and negotiation between the lawyers and business representatives of the various EC companies and organizations.
Up until a few months ago we had made reasonable progress, and we created a document outlining our proposed changes to the JCP's IP flow which we submitted to Oracle Legal for review. Unfortunately they have been very slow to respond, saying that they needed to consult with a large number of Oracle lawyers. They have told us that they expect to be able to respond soon, and we are therefore hopeful that we will then be able to resume our regular meetings and discussions.
We continue to believe in the importance of this JSR, and are hopeful that we will be able to bring it to a successful conclusion.
