Through its work on Eclipse, IBM has a great deal of expertise in delivering a unifying IDE integration API for tools developers. IBM expects that JSR 198 will deliver a specification that is not restrictive, is widely implementable and does not inhibit future IDE flexibility. Oracle have assured us, in Ted Farrell's note to us and the other EC members, that their intentions for this JSR support our expectations and our support in based on that response from Oracle. The technology the Eclipse community has delivered through the open source Eclipse platform provides a core reference point for JSR 198. Oracle's recent decision to participate in Eclipse.org will be instrumental in helping to bridge the Eclipse open source and JCP communities.

IONA notes the concerns that have been raised, however I believe that the goal of the JSR to provide an interface into the tools that can be used across the variety of different development environments to be valid and will benefit the Java developer community. IONA therefore votes YES to this JSR at this stage and presses upon the Expert Group to scope it's activity to address the concerns that have been raised.

SAP will support this standardization effort with the expectation that the results of JSR 198 are widely implementable on a number of IDE platforms such as Eclipse, and will continue to offer tool developers a great deal of flexibility. SAP believes that the ability to develop specialized tools on top of an extensible IDE platform are greatly beneficial for the broad acceptance of J2EE as a highly productive development platform for business applications. SAP therefore votes YES to this JSR and asks the Expert Group to carefully refine the scope of this JSR so that our expectations are met and the valid concerns of other EC members will be addressed.
