Unfortunately, the ambition for this JSR has been set much lower than we and a good share of the community would expect in that regard.

I am opposed to passage of this JSR because

 spec leads can effectively withdraw JSRs without penalty
 license terms can be changed after someone has made a contribution
 the community has no recourse because the work is not community owned
* I believe the community expects and deserves more from the EC regarding Java's openness

The JCP was supposed to be the place where we could safely contribute our work.  Three years ago, one EC member led the call for the JCP to become a neutral organization so that no single member had control of it.  Last year, that member used its power to block Apache's implementation of SE 5 and prevent the community from using its own contributions.  JSR-348 does not correct this nor prevent it from recurring.

When considering which projects to work on, JCP members who value the tenets of the open source movement should not confuse transparency for openness.  They must look beyond the platitudes and judge for themselves whether their work is a contribution to a community, or benefits one member more than others.
