We have some issues with the support for the Cryptographic Message Syntax (CMS) format. Below is a summary of our concerns. More detail has been sent to the spec lead and EG. 

Fragmentation between platforms as J2SE does not have CMS support. 

It is not clear how the support for XML Digital Signature can be done. 

Classes, such as java.security.Key are defined differently in JSR-219 (Foundation profile).

Cipher provides both encrypt/decrypt while java.security.Signature provides only verification (and no signing). The CMSMessageSignatureService generates signatures, which seem really strange.

The SATSA-CRYPTO package should provide all the "standard" cryptography operations, to allow signing and validation where the optional SATSA-PKI package has not been implemented.

The SATSA-PKI package should be presented as a different mechanism for signing/validation/authentication and certificate (credential) storage rather than as a replacement for the mechanisms provided by J2SE/Foundation.

There seem to be several important standard interfaces  left out, such as RSAPublicKey and DSAPublicKey.

It is with hesitation that we vote no on this JSR, given the importance of this functionality. However, we feel that it is in the best interest of the community to have these issues addressed before This JSR goes final.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms. IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage. We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
