IBM supports this JSR but we are concerned about the removal of the previously proposed standard API for "arm's length" retrieval of annotations.  This will be important for many tools that process annotations, and the absence of this API will mean that these tools have to read annotations using a nonstandard approach that is not part of any JSR.  This gap needs to be addressed either as part of JSR 175 or in another JSR.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.

This vote is on the technical merits of this JSR and not the decision to package it with J2SE 1.5. We believe the packaging decision will delay the adoption of this key technology significantly when compared to making it available on J2SE 1.4.2 to the detriment of the greater Java Community which is anxious to start using it.
