IBM believes that the JSR, as written, and as augmented by some clarifying e-mail from the submitter, runs the risk that it may head off in the wrong direction. Whilst it is certainly possible that the expert group will adapt its scope, we do feel that a short amount of time spent re-scoping the JSR at this stage would be the best approach. Ideally, we feel that a short delay until the SAML/OASIS work is more mature could be beneficial. If, however, it was rescoped now, we would like to see:
- The JSR staying within the bounds of existing security models and not aim to augment the model and introduce application and container interoperability issues.
- The JSR not defining  new assertions; it should constrain itself to the existing SAML/OASIS work to ensure maximum interoperability.
- The JSR not defining new secure protocols and leave this up to the various standards bodies.
- The relationship to work going on in JSRs 104, 105, 106, and 109 should be clarified to ensure no scope for duplication or overlap.

Sun supports the general goals of this JSR in providing
SAML support in the Java platform.  There are clearly a
number of complex issues around the exact scope of the JSR
and exactly how it will relate to existing security APIs. 
We believe these issues can be worked through in the Expert
Group.  However, we would recommend that (a) the JSR should
aim to fit within the existing J2SE/2EE security model and
(b) it should avoid defining new protocols or otherwise
overlapping with the SAML work at OASIS.
