The LJC welcomes the development of this JSR. However, we have concerns about the progress being made. Basic modern software development practices (e.g. a coding style standard which permits automatic formatting, use of code coverage, etc) are not being followed by the RI, which is very concerning. We have submitted pull requests to start to address some of these issues. However, the test coverage levels are very far below what we would typically believe to be acceptable, and we believe that these need to be addressed as a priority. At this time, we are unsure as to whether this JSR is really fully-baked enough for a Public Draft, and urge the EG to do more to round it out before public scrutiny. However, our concerns are not so severe as to delay the process, and so we vote Yes.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
