JSR347 was always mostly a duplication of JSR107. JSR107 covers Data Grids as well as all data grids use a caching API. We also have distributed execution features such as EntryProcessor and the execution of most user defined code in any distributed node. JSR347 therefore failed to gain traction right and remains moribund. 

Moreover Manik Surtani who was spec lead and was the initiator of Infinispan, the JBoss data grid, has just resigned from JSR347 and left RedHat.

While JSR107 may be a foundation for this, its decision to drop especially Transaction support entirely disqualifies it from being called a complete and scalable approach to the Cloud and Java EE. This is where JSR347 should step in, making it an equivalent to CDI on top of a minimalistic SE or even ME compliant core (JSR107 like JSR330) to make it cloud and JavaEE 8 worthy.

Whilst there are some basic similitudes between JSR-107 and JSR-347 (a memory grid can be used as an distributed cache), we think that JSR-347  covers a broad set of behaviour specific to in-memory data grids, which our customers find useful:
- support for (distributed) transactions
- client/server access protocol
- server side schema capabilities for language independent remote access
- data affinity and grouping 
- state transfer

Red Hat feels that while JSR 107 is a good foundation for data grids, it lacks specific features including mandatory JTA transactions, asynchronous methods of communication specific to distributed data structures, defining behaviour during network hiccups especially around data consistency, and a remote code execution framework analogous to the map/reduce programming model - a de-facto standard in distributed computing today.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.

We envisage that 347 will add the typical set of Java EE features that developers expect (transactions, std exception handling) to the the Java caching space. There are enough data grids in the Java space to warrant a level of standardisation here and products can always be of the 'light-weight' variety and only chose to implement JSR-107 if they so wish.
