Bluetooth API's need to be supported on ME profiles and configurations starting with the smallest feasible. To build complete Java systems that exploit Bluetooth, the API's must also must supported on SE and EE.

According According to a thread that was discussed recently on the ME-EC alias, the real scope of profiles requires more clarification.  We have some concerns about the Bluetooth JSR being tight too much to CLDC and not really addressing CDC.  We believe we have to address this as a general issue in the EC - looking at this JSR would be a good example.  I also enclosed feedback that we had from the spec lead at Motorola regarding the relationship of this JSR with CDC:
