1. The JSR should mark/indicate the vehicle data which are derived from OBD-2
2. Airbag: Enable/Disable Driver Airbag is a safety issue (Having an airbag which is disabled by software is questionable)
3. Definition of subset of JSR256 Mobile Sensor API missing.
4. Engine: Start and Stop: Allowing an application to start/stop the engine is be one of the API the OEM would not allow in our opinion 
5. Security mechanism and concept unclear for communication link between TSP and vehicle (Page 7)
6. The mechanism to certify and test a telematics service application using JSR298 for a specific vehicle would be good to document. Who is doing this certification testing? OEM of the vehicle or the TSP? 

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
