When IBM originally voted to approve this JSR on the initial JSR Review Ballot, we commented that "For the MIDlet application model to be supported and bring value to the community across each of the Java execution environments as outlined in the MIDP 3 abstract (namely CLDC, CDC, and OSGi), it is clear that an execution environment focused or tiered approach should be taken. This means that, to best serve and satisfy the wireless data community and ensure time to market, we expect this JSR to leverage ongoing efforts within the larger community for each of the execution environments."

We do not see adequate leverage or integration with OSGi and JSR-232 specifications in the current specification proposal. This is believed to be particularly important given that OSGi has subsequently been used in JSR-291 to provide component support for the desktop and beyond, and thus provides an affinity to desktop and other runtime platforms (as illustrated most recently by the Eclipse RT project).  The widespread adoption of OSGi/JSR 291 technology by the major application server vendors and the broader open source community further increase this importance.  When we commented before, we saw the inclusion of OSGi (and its execution environments) in MIDP3 as a step forward.  We are concerned that this JSR, as currently written, furthers  the existing bifurcation between JavaME and SE/EE. 

We are thus voting NO at this review to signal the strength of our concerns and request they be explicitly and adequately addressed before the specification moves forward.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
