On 2007-09-27 Orange France SA voted Yes with the following comment:
The proposed list of mandatory support vehicle components is fine for mid range or luxury cars, however this list is probably too large for economy cars as well as industrial vehicles, trucks or motorcycles. Orange believes this specification should also address these markets by allowing some vehicle components to be optional. In this case, the application should be provided a mean to query the list of supported components from the vehicles in order to avoid application fragmentation.

The specification does not provide means for an application to be notified when a vehicle component change its state. This must be addressed. 

The expert group is invited to liaise with the MIDP expert group regarding the relevance of the security part of the specification with respect to version 2.0 and the upcoming version 3.0 of this specification. Safety sensitive vehicle components should be treated in a special way in order to avoid catastrophic behaviours.

I assume that this JSR supports starting your car using your cell phone (particularly useful in Winter) or be notified (phone call) when a forced entry occurs. Theses two use-cases alone make this JSR worthwhile.

Pros: 1) Relatively simple API (compared to OSGi VEG). 2) Reuse of sensor API helps to reduce fragmentation. 
Cons: i) This work duplicates some work in OSGi, so that might turn into an issue when it comes to market adoption. On the other hand, as the API is not as comprehensive/complex as the ones from OSGi, it might be able to target a portion of the market, strongly depending on manufaturer views.
ii) The EG should clearly strive at winning a car manufacturer to join the EG. 
To Consider: As the API allows access to security critical applications, it is important to ensure, that access is granted only to trusted applications.

Sun Microsystems encourages the efforts to finalize this JSR. For better deployment coverage, CDC should be supported. A list of additional technical aspects was forwarded to the specification lead.

This is an interesting JSR/API and useful in order to advance the area of telematics and the use of Java. However some concern must be raised as to the viability of this JSR on a massmarket scale as the industry interest is not evident (telematics industry seem to not be part of the work).
We also somewhat share the concern that security issues needs to be discussed with the MIDP security in mind and a recomemndation may need to be part of the specification.
We recommend the group to continue to resolve any issues inditified by the JCP community.

Intel votes to approve this Public Review Draft and encourages the EG to continue its work, but notes that there are several architectural issues which it would be highly desirable to address (or in some cases perhaps just explain) before the Specification becomes final.  Chief among these is the assumption in the API that there is exactly one vehicle that the application might be able to monitor or control.  It seems that fairly minor enhancements to the API could remove this assumption and enable a variety of additional use cases.
