On 2007-08-15 IBM voted Yes with the following comment:
IBM appreciates that the license materials submitted with this Reconsideration Ballot have been brought into JSPA compliance by the Specification Lead. 

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.

I am glad to be able to vote yes this time. 

Strategically, this is a critical JSR because it facilitates the "Pay on Demand" business model across mobile operators. 

In view of the upcoming competition with the iPhone (which does not have this issue because of its single operator policy) such JSR levels the playing field.

From a developer standpoint, the "pay on demand" model rewards the best games and the best developers.

From a user standpoint the "pay on demand" is also preferable. How many times did users buy a game because of a nice demo to realize later on that the game was crap?
