Nokia votes Abstain, because we have concerns on the security of this solution, if used for e.g. billing
purposes like the specification suggests. Firstly, the specification doesn't seem to ensure that the 
events are delivered unmodified out of the terminal device, leaving the possibility for modification/removal of 
the events while stored on the terminal. Secondly, as far as we understand the proposed
specification, it doesn't provide proper authentication of the application and the terminal where the event 
originates from, leaving the system vulnerable for spoofed events generated by some other applications
with possibly malicious intents. While the specification provides an event delivery 
method, it may not be sufficient for some of the intended use cases and may be unnecessarily
complex and based on a relatively rare protocol, when similar functionality could be achieved using
more common protocols and APIs already existing

We do not see this as significant different from existing standards as is currently defined in standards such as 3GPP and OMA. We do not feel this is a viable solution for billing related issues but rather like to point out that JSR-229 already can give the end-user a more direct feedback on the implication of a cost related operation. Rather than creating new infrastructure we would urge any industry player to consolidate on the use of existing billing and subscription related infrastructure and evolve/converge with these mechanisms i.e. work with relevant SDOs and not re-invent

IBM believes that the result of the Expert Group's work is improperly scoped relative to the Java namespace and functionality this JSR purports to cover.  To allow for our possible support of this JSR in the future, IBM would like to see the scope match the single protocol the proposed APIs cover - specifically, to a Java language binding for IPDR, with a namespace of javax.microedition.ipdr. 

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
