Concerns with fragmentation, interplay between OSGi and this new JSR is not conclusive yet, scope of intended work not 100% clear yet, Similar also the role/location of API (on phone vs in car).
Clear support from automobile companies and related OEMs/technology providers is essential to ensure a proper fit between telco aspects and car industry aspects.

Siemens still sees open issues and contradictions of this JSR and can't approve the given request. Siemens appreciates that the proposal has modified to be more service oriented and that the spec lead is in contact to car manufactors. In communication within the review reconsideration phase Siemens stressed several critical and open aspects on the JSR scope and the connection with respect to ongoing work (i.e. JSR 232 / OSGI MEG and results of the OSGI VEG group). In a addition special care has to be taken for proposed features like device control and car network protocol manipulation in a safety and security related environment like automotive. 
Siemens doesn't see the issues properly adressed and would like to see an updated or refocused Telematics JSR. Siemens is open to provide input for this.
