On 2006-06-04 Sun Microsystems, Inc. voted Yes with the following comment:
While we recognize there may be some concerns regarding potential overlap with work being undertaken in an external standards organization (OSGi), JSR-298 is the first JSR covering telematics filed within the JCP. Additionally, this JSR is targeting both the CLDC and CDC platforms which at this time is not possible with OSGi. For these  reasons Sun is in support for this JSR.

On 2006-06-05 Siemens AG voted No with the following comment:
Siemens sees open issues and contradictions of this JSR to JSR 232 / OSGI MEG - VEG and can not approve the given request at this time. 
The OSGI Vehicle Expert Group (VEG) has worked on most on the topics addressed by this JSR and aligned the work with JSR 232 to fit to the mobile world. Siemens does not agree that an OSGI based implementation will be too heavy for the automotive environment esp. when this JSR also targets CDC.
Because connecting to a car is a safety critical environment the control parts of the API and associated services have to be designed with special automotive knowledge. VEG will be released in the near future and will then be a perfect starting point for a new JSR if a more lightweight version is needed.
Siemens proposes for this topic to do upfront discussions with car manufactures and automotive OEMs active in Telematics which would give the JSR a clearer scope and an initial expert group with more automotive support.

IBM also sees difficulties with the current JSR proposal and JSR232/OSGI MEG-VEG, as does Siemens.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.
