On 2006-02-21 Orange France SA voted No with the following comment:
Orange thanks Aplix for improving the clarity of the JSR proposal text.

Orange acknowledges this JSR may have benefits for some device
manufacturers or platform vendors, however Orange is concerned by the 
mixed feedback this proposal receives from these members of the JCP 
community. This jeopardizes the main potential benefit: easier platform implementation from multi vendor components. Additionally, this standard  would not be sufficient to achieve this goal, although potentially helpful.

Orange fundamental technical concerns regarding this JSR are the 
following: 1/ Platform adaptation could be inconsistent with 
application level security warranties, for instance, allowing access to a MIDP platform in debug mode where security checks are turned off. 2/ When coupled with a remote management infrastructure, it could allow exposure of a composite platform (like JTWI or MSA) where the implementation of one of its component has been replaced by 
another, which would break TCK result integrity.

The concerns expressed by the EC will have to be addressed and ameliorated in order for Intel to support subsequent stages of this JSR.  These include universality (reasonable applicability to all implementations) and compatibility with existing specifications.

Sun wishes to thank Aplix for taking the time to address some of the
issues that were raised about the initial JSR-288 text. However, we
still do not see the market or business need for standardizing an
implementation approach. In addition, Sun does not believe that this
type of specification serves the interest of any segment of the Java
ME community.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model

This specification does address a very real customer need and Applix appears to have described a good approach to making Java more flexible and configurable. We support a common system-level solution to this problem and encourage Java platform providers to collaborate in this area to avoid more fragmentation and integration complexity.

We appreciate some of the targets of this JSR proposal but are not able to support it for the following reasons:
- this all can be done already now by the Java platform implementers, and we do not see the value to standardise implementation specifics in the JCP
- this JSR makes many assumptions of the implementation architecture, which might not match with other and existing architectures
- this JSR would be able to only define only Java parts of the targeted environment. It is like defining only the tip of the iceberg which would leave most of the needed things undefined  and the goals, for example interoperable cross device Java components, would not be reached
- we find it confusing that many aspects of the pre-manufacturing configuration management issues are mixed with the post shipment and run time behaviour of the device
- JTWI, and now lately MSA has addressed the security framework, and this should not be overlapped 
- we are also cautions to the references of the need to make some changes to the existing TCKs due to this JSR

Vodafone appreciates the new clarifications of Aplix but we are not able to support it for the following reasons:
- the security framework created by JTWI and MSA could be overlapped by this JSR
- some aspects of pre-specified stables environments and experimental environments are not clear, so these experimental environments could cause fragmentation issues in the market
- make some changes to the existing TCKs could have some compatibility implications
