The reissued spec doesn't address the comments made by EC members in the previous vote and on the 31 Jan conference call.  Specifically, the customization APIs remain JRMP-specific, and there is no plan for a reference implementation that supports IIOP.  Making the customization APIs protocol-neutral would require some rework of the current JRMP-specific APIs to fit into a protocol-neutral framework, and we think this rework should be done before the spec enters public review.  Also, the protocol-neutral customization framework should be validated by producing a reference implementation that supports both JRMP and IIOP.
