<p>On the technical side, the next version of J2SE is an exciting and eagerly awaited JSR for all of us in the Java community.  On the process side, this JSR offers very good transparency rules that we hope other JSRs adopt.  After Early Draft, interim drafts will be made available to the public very soon after all significant changes.  That's fantastic!  There is also more information about licensing which refers to publicly viewable licenses.  However, information about licensing the TCK alone without the RI is less complete than these other licenses.  Being able to license the TCK from the Spec Lead is crucial since it is required to be able to create any Independent Implementation. While there is information about cost in the JSR, there is no public draft TCK License that includes conditions for licensing the TCK alone.</p>
