As we add more useful optional packages like this, we need a mechanism to be able to determine which JSRs (and options in those specs) an application requires before it is downloaded.  This isn't a criticism of this JSR and the problem should not be solved in this JSR, but something that should be kept in mind in future efforts like JTWI.
