On 2003-03-31 IBM voted No with the following comment:
Given the size of this proposed API, we are concerned with the suitability for J2ME devices.  If the target platform has enough resources, both memory and processing power,  to support Personal Profile + JSR-209; it would likely be better served by a J2SE execution environment.  In addition, this JSR will cause fragmentation by creating another variant of Swing, Java 2D, etc; for J2ME.  Evolving this technology within J2SE assures platform consistency and no fragmentation.

This is an enormous API, so we too are concerned about the suitability for J2ME. If the device has unlimited resources, or at least enough to support this, then it should just support standard edition.

b) that it demonstrate it is targetting a set of devices which are clearly not capable of supporting J2SE and are unlikely to evolve to be able to support SE

- EG must focus on PP and PBP as stated in JSR. J2ME/CLDC is out of scope.
- EG should coordinate with JSR-62 and JSR-129.
- Also support Philips recommendation that EG investigate delivering three optional packages (swing, java2d, rest).

On 2003-03-31 Nokia Corporation voted Yes with the following comment:
We have concerns about the fit for J2ME devices. Especially since the JSR form text is pretty detailed in the approach, for instance in describing which parts/components of SE will be copied, does it really leave space for discussion. Our concern is that the EG's hands are tied by the details in the JSR form to really see which components are needed for J2ME to make it fit, this despite the fact that the Spec Lead (Andreas Binder) has indicated that EG can discuss about the  suitability to J2ME and target devices. Also the incredibly tight schedule suggests that there is not time enough to think - just do the copying.

One concern is as well that Swing allows for different look&feel for application by application (if they choose to), which leads to a plethora of looks and might confuse the users.

I would have wished some more time to really discuss about this approach - but vote yes at this point.

Motorola votes yes on this proposal, but wishes to express concern that the JSR remained focused on the stated scope. It is good to consider alternate ideas but maintaining the scope of your focus will increase your chances of success. If the spec deviates significantly from the scope, we will have to reconsider this at community review.

The JSR should be split into building blocks since large "all or nothing" JSRs are not appropriate for the J2ME space.  The dependencies on JSR62 and JSR129 need to be resolved early in the process also.
