It seems a shame that CLDC 1.1 is a requirement, forcing adoption of this JSR out into the future, for the sake of a handful of floating point values. How much consideration was given to representing these values in a different way, in order to make implementation on CLDC 1.0 a possibility?

Philips (a member of this EG) is reluctantly voting against this JSR at this time because a feature which we believe is essential is not included due to the aggressive schedule of the spec lead. It has been agreed in the EG to consider it after community review but the EC has no opportunity to vote again on this JSR until very late in the process when including this feature could be presented as being too late. 

The feature concerned is the ability for an application to be notified when the user / a mobile device enters a defined area. A proposal for this feature is available within the EG.

This has been communicated to the spec lead.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction.   This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
