This should be a "building block" working closely with JSR 68 and the TCK should be a subset / building block of the MIDP TCK.
The EG should clearly describe why CDC/FP could not be used, or conditions where it could be used.

More clarity on the RI / TCK issue raised by Matsushita would certainly be helpful. The TCK needs to be a subset of that from MIDP 1.0 and not a whole new one.

Matsushita has already sent this comments to the spec leads, but we would like to share these concerns between EC members.

1) Matsushita recommends that the spec leads 
work closely with the JSR 68(J2ME platform spec) which defines "Building Block".
As you know JSR68 is not ready, but if possible, JSR 195 should be defined as a building block. 

2) Matsushita recommends that the spec leads address RI and TCK licensing issues as soon as possible.
  - What is the relationship between the RI/TCK of JSR 37 and this new proposed JSR 195? 
  - On what terms/conditions will the spec leads license to the licensee of JSR37(MIDP1.0)?
