On 2002-04-29 Apache Software Foundation voted No with the following comment:
Since JAXR is one of the JSRs explicitly listed in
Sun's "Letter of Intent" as receiving new license
terms, when JAXR appeared on the ballot Apache
asked to review the license terms.  Our goal has
been to ensure the terms do not prohibit a
compatable open source licensed implementation.  

It's now clear that the full final license terms will
not be available before the vote deadline.
Without the assurance that the LOI has
been satisfied and with some license issues still
uncertain, we must vote No.  

We're happy to see the terms that have been
reviewed look satisfactory, and we believe Sun
is operating in good faith; however, we cannot
ratify what we cannot review.
