Oracle would like to vote YES on this JSR; we concur with BEA and virtually the entire EC that work in this area is desirable.  Unfortunately, we are concerned that some of the issues raised in the email dialog* over the past week were not satisfactorily addressed.  On the other hand, despite the strong feelings of some Oracle engineers, the consensus was that a NO vote would send the wrong message about our interest in and eagerness to work with BEA to address the issues we raised within the context of the expert group.  Therefore, with regret, we are recording this abstention. 

*I am happy to forward a complete chronological record of the email dialog upon request.

IBM are cautiously voting "yes" on this JSR based upon the e-mail exchanges between BEA and  Oracle/IBM over the last few days. There is certainly merit in some of the ideas put forward that warrants expert group investigation. We do feel that there remain some potential inconsistencies between the JSR text and the e-mail commentary - particularly over the scope of the JSR. However, we trust that the Expert Group resolves this matter in the early days of its life. Based upon the e-mail from BEA, we vote yes on the following basis: 

- JSR 181 must be scoped as defining metadata to support web services programming models that are already standardized elsewhere. 
- The current wording of the JSR should be modified to ensure that it's scope does not go beyond this and extend to J2EE programming models that are not yet standardized as web services programming models.
- It is not appropriate for this JSR to define new web services programming models.  
- It is not appropriate for it to map existing J2EE  programming models to web services, since this is the role of JSR 109.
- It should not attempt to define metadata for other aspects of J2EE that aren't directly related to Web Services.

Finally, it is also our opinion that this JSR must be careful to define annotations for Java code which carry the same modification lifecycle as the code itself.

It is important that developer community is provided a simplified model for web services development. In addition to this, JSR 181 seems to introduce complexities that are not only technical by nature. Nokia is voting 'yes' trusting that issues raised by Oracle and pointed out by Sun will be taken into account during the expert group work and this JSR will proceed aligned with earlier JSRs.

This is a complex JSR and there are many issues that will
need to be discussed in the expert group.  However, Sun
believes this JSR is potentially a highly valuable addition
to the Java platform by improving ease-of-development for
simple web service applications.  Sun is therefore voting
YES on the understanding that:

  a) This JSR will build on the language extensions defined 
     in JSR-175 and will not introduce other language changes.

  b) This JSR will not define any new network protocols or
     protocol extensions.
