The change log is available for Maintenance Review as per
4.2
of the Java Community Process, version 2.7.

JCP 2.7 stipulates that, in addition to the Change Log, the Maintenance Lead will review all comments, identify common themes, and arrange with the PMO to make a list of frequently raised issues available from the document's Spec Page.
