On 2006-05-30 Orange France SA voted No with the following comment:
In order to maintain mobile 3D fragmentation at a sustainable level,
Orange requirements are: first, M3G evolution MUST NOT define multiple
profiles (options do not reduce fragmentation, they increase
fragmentation); second, M3G evolution MUST NOT expose low level 3D
graphics capabilities since they are in the perimeter of the OpenGL ES
Java binding (JSR 239 or evolution); third, features that are poorly supported
in hardware MUST NOT be omitted as hardware performance fragmentation is
easier to handle at application level (dynamically) than API fragmentation.

The M3G specification MUST remain a high level API while the OpenGL ES
binding MUST keep on being responsible for the a low level API, JCP
specifications shall not overlap. Custom shaders is not a high level
capability, as they must be programmed in a dedicated language,
consequently shader programming MUST NOT be possible from the M3G API,
this capability should be part of the evolution of the OpenGL ES binding.

As a remark, Orange believes a migration path from M3G to the OpenGL ES
binding would be the most satisfactory road for the community as OpenGL
is the standard required by most game developers. In a preferable
future, M3G should be implemented as a shared library on top of the
conjunction of MIDP 3 and the OpenGL ES binding. Orange also believes
that shading language fragmentation (GLSL, Cg, HLSL) is a threat the
Java community shall consider seriously, Java ME fragmentation is
already far beyond what is acceptable, we shall not import any other
additional fragmentation source.

Siemens also see the threat of a possible Java ME fragmentation for 3D. With JSR-184 devices currently can take advantage of most HW acceleration. 
Direct Open GL support will be beneficial as long as this JSR fits to JSR 239.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.

Sony Ericsson think that this new JSR will cause unwanted fragmentation in the mobile Java 3D space. We already have JSR-184 and proprietary API sets inherited from the Japanese market, deployed in many handsets on the market. JSR-239 will soon be on the market and if we add more alternatives on top of this we will get to much fragmentation in mobile Java 3D.
