IBM believes the community has an opportunity in designing the Java EE 7 platform to address market dynamics which are increasingly looking for simpler and more agile technologies and solutions. Agility requires dynamic extensibility of the platform, and that extensibility requires modularity be a fundamental underpinning of the platform.  IBM believes this should be based on Java SE 8 modularity providing the foundation for smaller, more agile deployments of Java EE. 
IBM also believes the related individual Enterprise JSRs should be allowed to mature at their own rate & pace so they effectively address customer pain points rather than driving to finish prematurely for inclusion in a platform specification.
In addition, Java needs to embrace the emerging cloud standards, however this must be grounded on existing IT & SOA standards and customer use cases.  We need to enable the technology to evolve naturally without locking our customers into early solutions that are likely to require significant change in the future.  Our customers will demand that care be taken to minimize migration incompatibilities as technologies change to address this rapidly evolving market.
IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
