On 2004-06-14 Intel Corp. voted No with the following comment:
Several issues were raised that require clarification in the JSR.  We'd encourage the submitters to rework the JSR proposal with those supporting the proposal and to resubmit it.  There has been some discussion inside the EC, but the JSR itself needs to be updated so the JCP community and public can evaluate and comment on the JSR before approval. 

One needed correction is for question 2.15 on transparency.  The answer provided appears to be aimed at a different question.  That question asks what methods will be used to keep the JCP community and the public informed about progress in the group (possibilities are additional interim drafts on a public page, keeping the public schedule accurate, etc.).  

Also, the relationship to JSR 232 and JSR 233 needs to be clarified in the JSR proposal itself.  It was already somewhat confusing what the relationship between JSR 232 and JSR 233 is and this adds to that.  There needs to be coordination between the three groups to make sure that where reasonable they borrow from and support one another where that's appropriate.

An API that Java applications can use to access the device management data such as email parameters and application config data is needed. I expect this JSR to work closely with JSR-232 parties and OSGi OM people to align and avoid any unnecessary overlapping if any.

We think restricting the JSR to CLDC/MIDP is reasonable to prevent overlap with JSR232 and maintain focus.  Where there is overlap with JSR232, an attempt should be made to maintain compatible APIs.

Ericsson Mobile Platforms has raised several issues while the JSR has been in ballot (relationship with JSR-232, possible fragmentation in the CDC space, transparency etc.). The reason we vote "no" at this time is because we feel that the suggestions and the discussions that followed with the spec lead needs to be reflected in the JSR proposal. We are open to reconsideration of the proposal when the changes are made to it.

As stated currently, the JSR text may cause confusion concerning overlap with other JSRs. The changes recently proposed by the Spec Lead should alleviate these concerns. TI would expect to vote favorably if these changes are agreed and resubmitted for another ballot.

There appears to be overlap with JSR 232, in the CDC configuration.  We have no issue for this JSR to target CLDC/MIDP.  However, if CDC is also to be included, then the relationship with JSR 232 will need to be fully clarified and confirmed by the JSR 232 EG. For now we will vote no.

Philips is unable to vote in favour of this JSR due to the lack of clarity concerning its relationship with other industry initiatives in general and JSR-232 in particular. We would support an amended version, particularly if it had statements of support from the spec lead of JSR-232.

On 2004-06-14 Sun Microsystems, Inc. voted No with the following comment:
Although Sun supports JSR-246, and is listed as an endorser on the
JSR, we reluctantly conclude that we must vote against it on this
ballot.  Our concern, like that of others, is that recent EC discus-
sion has shown that the relationship between this JSR and JSR-232 
remains unresolved, leaving open the possibility of charter overlap.

Since JSR-232 is currently scoped to cover the CDC space, it is
difficult to see JSR-246 being successful without the up-front
agreement by the JSR-232 spec leads and expert group of scoping
changes to JSR-232.  Sun, like other EC members, hopes that these
questions are resolved quickly and the JSR is submitted for 
reconsideration ballot.

Sony Ericsson does not well understand how this JSR relates to other industry initiatives and JSR:s and we think that further clarification is needed to accpet this JSR.

Our "no" vote is purely due to unclarity of the description of the JSR (relations to other industry initiatives and JSR:s) and not due to technical or commercial aspects understood by Sony Ericsson. We are open to approve this JSR if it is better clarified.
