Siemens welcomes the update of the JSR submission on footprint size and being more decoupled.
However Siemens is not in favor for the submitted license terms and wants to express that we want to see the license terms updated when the JSR evolves. Siemens would like to see a more simpler and predictable license model which encourages broad adoption of JSRs.

Motorola has reviewed Sun's changes for the resubmission of these JSRs and still have to conclude that we must vote "NO" for the following reasons:

While Motorola realizes that Sun has made efforts to address previous concerns with these submissions, we still have the following issues:

-Previously we stated that _no_ increase in size for the platform was acceptable; however, these JSRs still quote increases in sizes.

-Motorola believes that J2ME as currently constituted is poorly architected for future success.  Motorola suggests that these JSRs be withdrawn from consideration and that Sun work with the ME/EC to discuss how to best lay a new foundation for the success of Java in the embedded market place, concentrating on refining the concepts of "configurations" into something more flexible and appropriate for the market.

We appreciate Sun's effort in decreasing the footprint increase of this JSR. However it still is a concern and footprint size needs to be verified later in the course of this JSR.
Nokia's vote is based on the technical merits of this JSR and not on the licensing terms.  Still, Nokia wants to express its support for license models that foster an open environment for and wide acceptance and adoption of Java specifications. 
Nokia believes that competition in implementation of Java technologies is best served through license models that are simple, predictable and affordable for a wide range of implementors.

JSRs 216-219 together are creating a new Java stack for Personal Profile.  While the work on the footprint reduction is certainly welcome, the overall size increases are still significant.  We encourage the spec lead and EG to look for ways to further reduce the footprint.

In addition, we have concerns over the suitability of this new J2ME stack.  At this point in time, we do not see a strong market need for these new APIs.  This is a major revision of the Personal Profile stack, which will naturally cause some level of fragmentation with the existing stack.  Personal Profile has only recently been finalized and implementations are just now being delivered.  We would like to give the market more time to provide feedback on this stack before a major re-versioning of the APIs.  At a future point in time, with more market feedback and need, these JSRs may prove more suitable. 

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction.   This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
